Construction company raided by FBI closes doors for good

Lynn Blumenstein -- Library Journal, 01/29/2010

  • A new situation for DPL
  • $1.5 million project
  • Plans to either rebid or assign new vendor

Denver Public Library’s (DPL) plans for renovating its central library have been delayed, as the contractor responsible for the project has been shut down because of an FBI investigation.

Contractor bankruptcy, next steps
Krahl Construction (KC), established in 1913 with locations in Denver and Chicago, announced it was no longer in business as of January 8, according a Chicago NBC news account.

The firm was raided by the FBI on January 5 and employees were questioned as part of an ongoing criminal investigation. It is now in the midst of bankruptcy proceedings, according to Crain’s Chicago Business. Creditors are to file claims within 90 days.

DPL contracted with KC for $1.5 million of work to be completed by June 2010, DPL spokesperson Celeste Jackson told Library Journal. As of January 8, some $430,000 was paid to KC for completed work. "The City of Denver and or Denver Public Library has never previously encountered this exact situation previously with a contractor," she said.

Officials from DPL met with the city attorney January 26 to initiate contract termination, as KC didn’t return to the site during a ten-day period initiated January 11 by city and county officials. Next steps involve rebidding the contract or "making arrangements for another contractor to step in," said Jackson.

Central library improvements
KC was to upgrade lighting, fire detection, security, and public address systems, among other repairs and replacements. New paint, furnishings, and shelving are also planned.

The cost for these improvements comes from bond funds approved by voters in 2007. The $550 million Better Denver Initiative, which supports new roads, libraries, parks, hospitals, public safety, and cultural facilities, is being implemented over a five-year period, through 2012.
